14. Baseline Execution Index (BEI)
Activities completed, divided by activities planned to be complete.

Definition
BEI = activities completed by the data date ÷ activities planned to finish by the data date.
How the app counts it
- Measured against P6's planned dates.
- The note beside it gives the start execution index: activities started ÷ activities planned to have started.
Thresholds, the counting basis and whether the check counts towards the score can all be changed. See settings.
Why it matters
It shows whether the programme is being delivered at the rate it planned, by count of activities rather than value.
How to fix it in P6
- Like missed activities, it measures delivery, not data quality. Use the list of work planned but not finished to see where the programme is falling behind.
